2025 Mission Report
We hit a major milestone in 2025: Blue Shield of California now serves nearly 6 million members. We strive to be the health plan partner of choice for individuals, families, and California-based employers with employees in the state and across the nation — offering high-quality, affordable options to fit the needs, preferences, and budgets of all our members.
Blue Shield of California is proud to offer medical, dental, and vision plans spanning all ages and phases. Today’s workforce includes many generations of employees, from Gen Z and millennials to baby boomers, and our innovative plans offer something for everyone. When members are ready to retire, our Medicare plans offer consistency and flexibility. We are also there for our members at major life transitions, such as turning 26 and aging out of a parent’s health benefits.

Open Enrollment: Your 2026 Guide to Health Benefits
Our growth in 2025 was, in large part, driven by the onboarding of more than 400,000 state employees, retirees, and their families through the California Public Employees Retirement System (CalPERS) and hundreds of thousands of active-duty military members and their families living in California. We are honored to collaborate with CalPERS and TriWest in support of California’s public servants and our nation’s heroes — both active and retired.
Highlights from the year include:
Community support in times of crises. During the 2025 wildfires, we expanded customer service hours and provided in-person help at the network of 14 Community Resource Centers across Los Angeles County, jointly operated with L.A. Care Health Plan. When the federal government shutdown resulted in a delay in food benefits, we helped distribute more than 26,000 gift cards with the help of L.A. Care, reached 500+ members through Food Resource Events, and supported three major food banks.
Expanded community care. We opened the new L.A. Care and Blue Shield Promise Community Resource Center in Lincoln Heights. Across all 14 centers, we provided programs and services supporting physical and mental health, with 378,100 total visits in 2025. Highlights included bringing back-to-school support and resources for new families to local communities.
