At Blue Shield of California, our purpose is simple and deeply personal: to create a healthcare system worthy of our family and friends, one that is sustainably affordable and helps people live healthier lives.

People deserve health care that is easy to navigate, affordable, and focused on improving health, not just treating illness. That belief guides everything we do. As a health plan, we have an opportunity and responsibility to make care work better for the people and communities we serve.

Driving affordability through better health outcomes

We believe lasting affordability comes from improving health itself. When people get the right care, personalized to their needs and delivered at the right time and in the right setting, outcomes improve and costs come down. This belief sits at the center of our daily work and shapes how we partner across the healthcare system.

Our work to improve outcomes spans expanding access to virtual care, investing in Community Resource Centers, strengthening care management for people with complex health needs, and improving care coordination across providers. All with the aim of helping our members live healthier lives today and over the long term.

Being the health plan members love

Just as important, we are committed to being the health plan members trust and love. Trust is built in everyday moments, when benefits are easy to understand, care is easy to find, costs are clear upfront, and support is available when it matters most. In 2025, we continued simplifying these experiences through better digital tools, clearer and more personalized information, and expanded access options.

We have also taken direct aim at costs that fail to deliver value. Through our Pharmacy Care Reimagined initiative, we expanded access to lower-cost drug alternatives, increased price transparency, and removed intermediaries that drive up costs without improving outcomes. This work will deliver the same or better results at a fraction of today’s price.

Partnering to transform care

No health plan can transform health care alone. Real progress depends on strong, patient- and member-centered partnerships with high-quality providers. Over the past year, we worked closely with physicians, hospitals, and care teams to reduce administrative burden, expand value-based care, and better connect data across the system, creating a more seamless experience designed to improve health and well-being.

What makes Blue Shield unique is why we do this work. As a nonprofit, we exist to serve members and communities, not shareholders. We voluntarily cap our income, reinvest in affordability and access, and take on hard problems others often avoid. That commitment is powered by our employees, who live our values of being honest, courageous, and human every day.

The work ahead is significant. But we have clarity of purpose, strong resolve, and optimism grounded in real progress. We are proud of the role Blue Shield of California plays today, and confident in the path ahead as we continue transforming health care for the people we serve.

With gratitude,

Mike Stuart
President and Chief Executive Officer
