OAKLAND, Calif. (June 1, 2023) – Blue Shield of California today announced the appointments of three executive vice presidents and chief marketing officer to support the nonprofit health plan’s ambitious goal of transforming the healthcare system into one that is equitable, accessible, and sustainably affordable for everyone.
Chief Information Officer Lisa Davis, General Counsel and Corporate Secretary Hope Scott, and Chief Financial Officer Mike Stuart all have been promoted to executive vice presidents reporting to President and Chief Executive Officer Paul Markovich. The three executives previously held senior vice president titles.
Blue Shield also welcomed this week Jigar Shah as senior vice president and chief marketing officer, a role that Jeff Robertson held before his retirement at the end of 2022. Shah will report to Sandra Clarke, executive vice president and chief operating officer.

Davis joined Blue Shield in 2020 as senior vice president and chief information officer. Previously she held a number of information technology executive positions at Intel Corp., Georgetown University, and federal government agencies.
Scott first joined Blue Shield as chief privacy officer, privacy counsel, and deputy chief compliance officer in 2012. In her 11-year career at the health plan, she has held numerous leadership roles and two years ago was appointed senior vice president and general counsel.
Stuart has been part of the health plan’s executive team for nearly a decade, starting as vice president of corporate finance and controller before becoming senior vice president of operations finance, followed by CFO last year.
Shah brings to the health plan more than two decades of leadership experience in marketing, digital, product, and brand. Most recently, he was the founder and CEO of Trusana, a mental healthcare company launched by Providence. Shah also held other executive roles at Providence, including senior vice president and chief marketing officer. Previously, he held marketing leadership positions at T-Mobile.
Shah earned his Bachelor of Science in physics degree at the Majaraja Sayajirao University of Baroda in India and Master of Business Administration at South Gujarat University. He then earned his Master of Science degree in information technology and management at the University of North Carolina at Greensboro.
