Cohen brings more than 30 years of legal, business and regulatory experience to Blue Shield. He was most recently vice president of enterprise regulatory strategy and policy at Kaiser Permanente.
Prior to Kaiser, Cohen served as director of the Center for Consumer Information and Insurance Oversight (CCIIO) at the Centers for Medicare & Medicaid Services (CMS), helping to implement the Affordable Care Act in the private insurance market. He also served as chief counsel for Fireman’s Fund Insurance Company, Covered California, the California Department of Insurance and the California Public Utilities Commission, and as a partner in the litigation practice at Keker & Van Nest LLP.
He is a former member of the Blue Shield Board of Directors.
